  • Material Testing Log — date, time, location, test type, number, result, spec limit, pass/fail. Every test on the IDR for that day.
  • Quantity Calculations — inspector measures and calculates pay item quantities. Include: pay item number, description, unit, quantity today, running total, and your measurement calculations — not just the final number.
  • Nonconformance Observations — any item not meeting spec, regardless of whether a formal NCR is issued.

What to Check on Every Contractor Daily Report

  • Date and weather match your records — if contractor shows "clear, 70°F" and your diary shows "rain, 52°F," resolve before signing.
  • Crew counts are reasonable — compare to what you counted. If contractor claims 24 and you counted 14, question it.
  • Equipment listed matches what was on site — you'll need this for delay analysis. If a crane wasn't on site, it shouldn't be on the report.
  • Work descriptions match what you inspected — vague descriptions ("general bridge work") are not acceptable. Require specific work area and activity.
  • Quantities claimed match your independent measurements — if different, note the discrepancy in writing before signing: "Signed with the notation that RE's independently measured quantity for Pay Item 4200 is 38 CY, not 45 CY as stated."
  • Watch for statements that create liability — contractors sometimes write "All work proceeding per plans and specs with RE's approval." Never let that go unchallenged if inaccurate.

  • Verify all long-lead materials are on schedule — call fabricators directly once a month. Manufacturers give optimistic estimates; verify actual shop progress.
  • Identify permit renewals or expirations — NPDES, USCG, lane closure permits. A lapsed permit stops work.
  • Review upcoming regulatory requirements — in-stream work moratoriums (fish migration), navigation restriction changes, seasonal weight limits. These are calendar-driven, not contractor-driven.
  • Assess financial position — project-to-date vs. earned value. Are change orders consuming contingency faster than expected?

Monthly reviews reveal the trends that daily and weekly views miss. The RE who sees the trend before it becomes a crisis is the RE every owner wants.
📈 Monthly Schedule & Progress Review
  • Receive and review contractor's monthly CPM schedule update with narrative — compare to previous month. Every change in logic, duration, or sequence must be explained. Accept, accept with comments, or reject in writing
  • Verify the data date is correct — a manipulated data date distorts all float calculations. The data date must match the actual schedule status date
  • Identify the current critical path — has it shifted from last month? What is now driving the completion date? Are there new near-critical paths with less than 10 days of total float?
  • Compare earned schedule progress to planned progress — are we ahead, on track, or behind the baseline? Calculate Schedule Performance Index (SPI) if the contract uses Earned Value
  • Assess whether the current completion date is achievable — based on actual progress rate vs. remaining scope, is the contractor on track? If not, when is the RE-projected completion date? Notify PM in writing with your analysis

  • Embedded items are per the approved shop drawings — anchor bolts, embed plates, conduit sleeves, bearing plates, expansion joint hardware anchors. Location, size, and elevation confirmed
  • Substrate is clean and properly prepared — existing concrete surfaces: scarified, cleaned, and saturated surface-dry (SSD) if required. No standing water in forms. No frost on substrate

  • Certified Mill Test Reports (CMTRs) are on file — for all structural steel being installed. ASTM A709 grade per the design. CMTRs filed and traceable to the heats being used
  • Weld Procedure Specification (WPS) is approved for the joint type — AWS D1.5 compliant for bridge work. Preheat requirements per WPS are being followed in the field (infrared thermometer used)
  • Welder qualifications are current for this WPS — confirm each welder working today has a current qualification test record for the position, process, and material being welded. Expiration dates checked

⚠️ Trunnion — The Most Consequential Operation on This Project

A bascule bridge trunnion installation has effectively zero tolerance for error. Misalignment causes accelerated bearing wear, drive train stress, and potential structural damage to the leaf at operating speeds. Every measurement must be documented. Every decision must involve the EOR. This is not a routine installation operation — treat it as the most critical activity on the project.

  • Approved Traffic Control Plan (TCP) is on site and in the hands of the flagger/traffic supervisor — not just "approved somewhere." The approved plan must be physically present at the location of work
  • All devices (signs, cones, drums, barriers, arrow boards) are per the approved TCP — spacing, placement, type, and reflectivity per MUTCD Part 6 and the approved plan. No substitutions without approved plan revision

  • Identify and document every contractual deadline or date obligation — NTP, pre-con conference deadline, schedule submission deadline, milestone dates, substantial completion, final completion, LD per diem rate. Post these on your wall
  • Confirm RE's authority limits in writing with PM — what is the RE's change order approval authority? What requires PM approval? What requires owner approval? Get this in a written PM directive before the first issue arises
  • Identify the designated representatives for each party — who has contractual authority for the owner? The designer? The contractor? Only deal with authorized representatives on binding matters
  • Obtain and read every permit associated with the project — USCG, IDNR, NPDES, floodplain, lane closure, waterway. Read every condition. Brief the contractor on permit conditions at the pre-con

👥 Team & Stakeholder Setup
  • Prepare the project contacts directory — every party: Owner rep, PM, RE, EOR (structural, mechanical, electrical), contractor PM, superintendent, subcontractors, IDOT, USCG, bridge operator, utilities, testing lab. Names, titles, office phone, mobile, email. Post in field office

  • Complete the pre-construction site walk and photographic baseline — systematic coverage of every surface, element, and adjacent property. GPS-tagged, dated, organized, and filed. This is your "before" record
  • Complete the constructability review and document all findings — every conflict, ambiguity, "field verify" note, spec vs. plan contradiction, and bascule-specific concern logged. Transmit to EOR for written resolution before construction starts
  • Identify and list all long-lead items with order deadlines — see Phase 11 for the full protocol. This list goes to the contractor in writing at the pre-con
  • Identify all hold points and witness points and document in the ITP — distribute ITP to contractor and EOR. Contractor acknowledges in writing that they understand and will comply with hold points

📐 Phase 19 — Planning: Complete RE Planning Checklist

A project planned thoroughly needs half as much managing. Every RE planning item below directly prevents a future field problem.
📅 Schedule Planning
  • Review and accept or reject the contractor's baseline CPM schedule — verify it is a true CPM (not a bar chart), includes all contract milestones, reflects all submittal and procurement activities, and is logic-driven with defensible durations
  • Identify the initial critical path and document it — the critical path on Day 1 is your reference. Any deviation from it during construction must be analyzed and responded to in writing
  • Map all submittal activities on the schedule — every required submittal should appear as a scheduled activity. If the contractor's CPM doesn't include submittals — require a revision before accepting the schedule
  • Map all procurement activities on the schedule — every long-lead item needs a procurement activity with the correct lead time. If trunnion bearings need 16 weeks, the "order bearings" activity must appear 16+ weeks before "install bearings"
  • Map all regulatory/seasonal constraints on the schedule — fish moratoriums, navigation windows, permit conditions, seasonal weight limits on approach roads. These are calendar constraints that override contractor scheduling preferences
  • Establish the monthly schedule update cycle — confirm with contractor: data date, narrative due date, and RE review deadline each month. This cycle must be in the meeting minutes or a project directive
  • Establish the 3-week look-ahead protocol — confirm the format, distribution list, and Monday update cycle. Contractor confirms they will supply input by Friday of the prior week
🔬 Quality Management Planning
  • Develop the project Inspection and Test Plan (ITP) — every inspection and test activity, the spec reference, the responsible party, the hold/witness/review point designation, and the acceptance criteria. Signed by RE and EOR before construction starts
  • Identify and engage the project testing laboratory — confirm the lab is AASHTO-accredited (for IDOT projects), has the required equipment, and knows the testing schedule. Get a written scope of services and fee agreement
  • Plan the NCR management process — how are NCRs numbered? Who issues them? What is the contractor's response timeline? What is the EOR disposition process? Document this in a project quality plan or administrative directive
  • Plan the submittal review process — who submits? To whom? What is the routing sequence? What is the turnaround target for each type? How are "Approved as Noted" notes communicated to the field? Document and distribute
  • Plan special inspection requirements — identify every element requiring owner-furnished special inspection (fracture-critical welds, high-strength bolt installation, structural concrete). Engage the special inspector before those activities begin
  • Plan the photo documentation protocol — naming convention, folder structure, backup schedule, who takes photos for what areas, minimum photo frequency for critical operations
  • Develop the project risk register at the start of the project — identify the top 10–15 risks specific to this bascule bridge rehab. For each: probability (H/M/L), impact (H/M/L), risk score, mitigation strategy, and owner. Review monthly
  • Plan the change management process — how are change events identified? What is the PCO numbering protocol? What is the cost proposal format and deadline? What is the negotiation and approval process? Who has signature authority at what dollar threshold?
  • Plan the pay estimate process — cutoff date, IDR quantity compilation, reconciliation process, RE certification, PM review, owner submission. Put the monthly pay cycle calendar in the project directory and share with all parties
  • Establish the project communication plan — who communicates with whom on what topics? Owner questions go to PM. Contractor field questions go to RE. Design questions go through RE to EOR. Regulatory questions: owner leads with RE support. Document this and distribute at the pre-con
  • Plan for claims avoidance — identify the top 5 most likely claims on this project based on the risk register. For each: what documentation strategy will best defend the owner? Start that documentation on Day 1, not when the claim arrives
  • Plan the environmental compliance monitoring program — SWPPP inspection frequency, USCG notification protocol for any in-water incidents, spill response plan location and first responder assignments, turbidity monitoring if required by permit

⚙️ Phase 20 — Executing: Active Construction Administration Checklist

Execution is where plans meet reality. The RE who executes with discipline every day produces a project with no surprises at the end.
🔍 Inspection Execution
  • Conduct all hold point inspections in person — no hold point is delegated unless you have authorized a specific inspector in writing with defined authority limits
  • Enforce the pre-pour inspection requirement without exception — if the RE has not signed the pre-pour inspection checklist, no concrete is placed. This is a career-defining commitment to quality
  • Verify welder qualifications daily for welding operations — not just on the first day of welding. Weld positions and processes can change as work progresses. Each day of welding requires a current qualification for the specific WPS and position
  • Independently measure pay quantities — do not accept contractor's numbers without verification — every pay item, every month. Your measurements = your certification
  • Inspect work at the proper point in the sequence — inspect rebar before formwork closes it in. Inspect embed plates before concrete covers them. Inspect the substrate before the overlay is placed. Once covered, it cannot be inspected without destructive investigation
  • Enforce the approved submittal requirement for every installation — for every element installed this week, confirm the approved submittal is on file. Make this a weekly sweep
  • Conduct unannounced site walks at random times — walk the site at irregular times and from unexpected directions. You see different things at 10 AM vs. 2 PM vs. just before crew leaves. Unannounced walks reveal what scheduled inspections miss
📋 Construction Administration Execution
  • Process every RFI within the target response time — Class 1: 24 hours. Class 2: 48–72 hours. Class 3: 7 days. No RFI sits in the queue without an action. Every stalled RFI gets a phone call and a written follow-up
  • Return every submittal to the EOR within 24 hours of receipt — your job is to screen, add field context, and route — not to sit on submittals. The sooner it reaches the EOR, the sooner it comes back
  • Issue NCRs the same day nonconformances are observed — NCRs issued the next day are NCRs that may have been covered up overnight. Same-day issuance is the standard
  • Issue PCO notices the same day change events are identified — the PCO notice establishes the event date, which is critical for entitlement analysis. A PCO notice issued 2 weeks after the event is a weakened notice
  • Follow up in writing on every verbal instruction given the same day — the RE's verbal instructions have legal weight but are easily disputed. Email follow-up the same day creates the paper trail
  • Write and distribute weekly meeting minutes within 24 hours of every meeting — including action items with responsible parties and due dates. Distribute to all attendees and request acknowledgment
  • Conduct the monthly pay estimate with independent quantity verification — RE-certified quantities must be based on RE's independent measurements, not accepted from the contractor without review
  • Coordinate the pre-construction and construction activities of all utilities in the area — not just JULIE notification. Track each utility relocation or protection activity as a project activity. Utility conflicts are one of the most common causes of construction claims
🤝 Stakeholder & Relationship Management
  • Maintain a firm, fair, and consistent professional relationship with the contractor — your goal is compliance with the contract, not confrontation. A superintendent who respects you will call you first when a problem develops. A superintendent who fears you will hide problems until they're crises
  • Brief the owner's rep on project status at least monthly (or as required) — never let the owner be surprised by a major issue they should have heard from you first. "I was about to call you" is never a good opening to that conversation
  • Keep the EOR engaged as a project partner — regular brief calls (5–10 minutes, not just when a crisis hits) keep the EOR informed of field conditions and maintain the relationship needed for fast responses on critical issues
  • Maintain positive relationships with USCG and bridge operator agency — monthly coordination call at minimum. These parties can make your project easier (flexible on navigation windows) or very difficult (strict interpretation of every permit condition)
  • Manage public inquiries professionally — neighbors, commuters, media. Have approved talking points from the owner's communications department. Refer media to the owner's public information officer. Never speculate on schedule or cost publicly

📡 Phase 21 — Monitor & Control: Staying in Command of the Project

Monitoring without control is just watching things go wrong. The RE who monitors AND acts early keeps the project on track.
📈 Schedule & Progress Monitoring
  • Track actual vs. planned progress weekly — maintain your own "RE as-built" schedule parallel to the contractor's updates. Your independent record is essential if there is a schedule dispute
  • Issue a written notice within 48 hours when the contractor falls behind schedule — document the activity, the planned date, the actual or projected date, and the number of days behind. The contractor must respond with a written recovery plan
  • Monitor total float on all near-critical activities (float ≤ 10 days) — watch these weekly. Float is eroding before activities become critical. Early intervention when float reaches 10 days is far more effective than crisis management at 0 days
  • Track contractor recovery plan compliance — if a recovery plan was submitted, are the committed resources (additional crew, overtime, second shift) actually appearing on site? Document compliance or non-compliance daily
  • Monitor weather-day impacts — track actual weather days used vs. the contract's weather day allowance. If contractor is over their weather day allowance with no entitlement, they owe schedule recovery without compensation. Document weather conditions daily using official weather records (not contractor's estimate)
  • Track milestone achievement dates — every contractual milestone met (or missed) is documented with the actual date and the delta from the contract date. This record drives any Liquidated Damages assessment or Time Extension analysis
💰 Cost & Change Monitoring
  • Track total CO exposure monthly — approved COs + pending PCOs + anticipated future changes. Compare this sum to the owner's remaining contingency. Alert PM when contingency is 50% consumed
  • Monitor individual pay items for overruns — flag any item that reaches 75% of contract quantity while significant work remains. Initiate contract modification before the quantity runs out
  • Track the "overrun/underrun" balance by pay item — some items overrun, some underrun. Maintain awareness of the net impact on the contract value. Major shifts in the balance affect the owner's total cost exposure
  • Audit contractor's force account sheets weekly (if any force account work is ongoing) — verify hours, equipment, and materials are accurate and match your inspector's records. Do not let force account sheets pile up for monthly review
  • Monitor retainage balance and confirm correct application each pay period — if the contract allows retainage reduction at a certain % complete, confirm the threshold is actually met before reducing retainage
  • Track liquidated damages exposure if contractor is behind — if the contractor has missed or is projected to miss the substantial completion date, calculate the LD exposure and include in your monthly report. Owner needs to know in advance
  • Track NCR closure rate — are NCRs being closed in a timely manner? Any NCR older than 30 days without a resolution path is a project risk. Monthly NCR status report to PM
  • Monitor concrete cylinder break results as they come in — track 7-day and 28-day results. If a 7-day break is significantly low, alert the EOR before the 28-day break comes in. Early warning allows proactive planning (cores, load testing) rather than reactive crisis management
  • Monitor weld rejection rate by welder — if a specific welder has a rejection rate above 10%, their qualifications and technique need to be reviewed. A pattern of weld failures is a systemic quality problem, not just individual bad welds
  • Review contractor's QC reports for gaps or inconsistencies — contractor's own QC program should be generating inspection and test records. If these records suddenly stop or thin out, something is being hidden. Request and review them monthly
  • Monitor safety leading indicators — not just incidents (lagging indicator). Track near-misses, safety violations corrected, PPE compliance rate, toolbox talk attendance. These predict incident trends before incidents happen
  • Verify as-built markups are being maintained throughout construction — require monthly submission of marked-up plans showing actual field conditions. Don't wait until closeout to discover that no one was tracking as-built conditions

🔐 Phase 22 — Closing: Project Completion Checklist

Closing is not the end of the work — it is the work's proof of quality. Every item below must be complete before the owner takes over this bridge.
📋 Pre-Substantial Completion Checklist
  • Confirm all construction scope is substantially complete before issuing the punch list — a punch list is for minor remaining items. If major systems are incomplete, do not issue a punch list. Continue requiring construction completion
  • Perform the pre-punchlist inspection walk with RE, EOR, and owner rep — all three parties walk together. Discrepancies in what is or isn't punch list vs. remaining contract scope are resolved together during the walk, not in letters afterward
  • Categorize all punch list items — Safety-Critical (bridge cannot reopen), Functional (bridge reopens but not fully operational), Cosmetic (aesthetic items only). Sequence completion accordingly
  • Conduct the full bridge operational test sequence (minimum 10 cycles) — witness all 10 cycles. Document every cycle time. Note any unusual vibration, noise, binding, or hesitation. Do not certify substantial completion without a completed cycle test log
  • Test all safety interlocks and emergency systems — E-stop function, traffic signal sequence (red before bridge opens, green after fully closed and locked), barrier gate timing, navigation lights, span lock engagement/disengagement
  • Test manual (backup power) operation through a full cycle — verify the bridge can be operated manually without utility power. This is a USCG and life-safety requirement
  • Coordinate USCG final inspection and obtain clearance letter — schedule the inspection at least 3 weeks before the target substantial completion date. The USCG clearance letter must be in hand before the RE certifies substantial completion on a navigable waterway bridge
  • Verify all NCRs are closed or have approved EOR dispositions — no open NCRs without a documented resolution path are acceptable at substantial completion. Any NCR disposition that requires follow-up work must be included on the punch list
📁 Closeout Documentation — Complete Package
  • Review and accept contractor's as-built drawings — spot-check key dimensions in the field against the as-built markups. Reject as-builts that simply copy original plans without field-verified corrections. Specifically verify: trunnion dimensions, bearing seat elevations, expansion joint locations, electrical panel layout, and any areas that differed from design
  • Review and accept all O&M Manuals — every piece of mechanical and electrical equipment must have a manual. Verify: manual matches installed model and serial number, spare parts lists are included, maintenance schedules are included, emergency operation procedures are included
  • Collect all warranty documents and create a warranty register — list every warranty: item covered, contractor/manufacturer providing it, warranty period, start date, contact for warranty claims. Give the owner this register with the closeout package
  • Collect all final test reports — 28-day concrete cylinder breaks for all pours (and 56-day if required), all weld NDE (UT/MT/PT) reports, all bolt torque test reports, all alignment verification measurements, all load test data if applicable
  • Collect all Certified Mill Test Reports (CMTRs) — for all structural steel incorporated in the work. Organized by member type and ASTM grade. Filed permanently with the project records
  • Collect unconditional lien waivers from all subcontractors and material suppliers — lien waivers for final payment from every sub and supplier listed in the contractor's subcontractor list. A missing lien waiver is a potential lien on the owner's property
  • Collect consent of surety for final payment — if required by contract (common on public projects), the surety must consent to final payment release. Without this, final payment may be legally challengeable
  • Collect USCG clearance letter and any other regulatory closure documents — USCG letter confirming the bridge modification is complete and the bridge is authorized for its operational designation
  • Confirm contractor's training delivery to the bridge operator — the contractor must train the bridge operator agency's personnel on the new drive machinery, control panels, emergency procedures, and maintenance requirements. Document the training (date, attendees, topics covered)
  • Compile the project photo archive for the owner — organized by phase and date, representative photos of every major construction element. The photo archive is a permanent record of the bridge's rehabilitation and its first reference for any future repair or maintenance work
  • Verify all final pay item quantities against the field records — every pay item's final quantity reconciled against the IDR quantity logs, batch tickets, weight tickets, and RE measurements. No estimates — all final quantities must be verified
  • Reconcile all change orders — only fully executed COs are included in the final pay estimate — every approved and executed CO is included. Any PCO that was never resolved must be identified and the owner must make a final determination before the final pay estimate is processed
  • Calculate final retainage release — verify all conditions for retainage release have been met: punch list complete, all documentation received, all liens released. Calculate the final retainage amount and include in the final pay estimate with the owner's authorization
  • Apply any final deductions or backcharges — final LD assessment if applicable, any owner-furnished material reconciliation, any other authorized deductions. Every deduction must be supported by a written calculation and contract reference
  • RE signs the final pay estimate certification — only after all quantities are verified, all COs are reconciled, all documentation is received, all liens are released, and all punch list items are confirmed complete. This certification is the RE's professional attestation. Sign it only when it is true
  • Submit final pay estimate to PM with a complete closeout summary — final contract value vs. original, total CO summary (number and dollar amount), final quantities vs. contract quantities, and a statement that all closeout conditions have been met
🎓 Lessons Learned & Project Legacy
  • Hold a formal Lessons Learned session within 30 days of final completion — invite RE, PM, EOR, contractor superintendent. Use a structured format: What worked? What didn't? What would you do differently? What should the next RE on a bascule bridge project know?
  • Document and distribute the Lessons Learned report — write it up and share it with your firm's CM practice and the owner's project files. The next RE on this type of project should benefit from your experience
  • Prepare the project closeout report — original contract vs. final contract, schedule analysis (original baseline vs. as-built), CO summary with causes, quality summary (NCRs, test failures, significant inspections), safety record, lessons learned summary
  • Archive all project records per the firm's and owner's record retention policy — confirm which records must be retained and for how long. Bridge project records are often retained for 10–25 years due to structural warranty and long asset life
  • Debrief personally with the PM — a private, candid conversation about your own performance. What were your strongest contributions? Where did you face your biggest challenges? What skills do you want to develop for the next project?
  • Complete your project record for your own professional portfolio — final contract value, scope description, your specific role and responsibilities, key achievements, challenges overcome. This is your professional legacy on this project and belongs in your PE record

At the end of this project, the owner should be able to say:

"The bridge works. The records are complete. There are no surprises. And we never doubted who was watching out for us."
